Survey to determine interest in an Affordable Housing Scheme in the towns of Tralee and Killarney

Background:

The Government’s ‘Housing for All’ Action Plan includes an objective for Local Authorities, working with delivery partners, to plan and provide affordable homes.   Such homes would be available at a reduced price, with the Local Authority taking an equity stake equivalent to the reduction from the prevailing market price for the property (up to 30%).  Purchasers could buy out the equity if desired, or the Local Authority will redeem it, should the home be sold or transferred.

Affordable Housing Schemes will be aimed at First Time Buyers (never owned a home) and Fresh Start Buyers (divorced or separated with no interest in the family home or has undergone insolvency proceedings) in areas where there is an identified housing demand and an affordability constraint. 

Kerry County Council wishes to gauge the public’s interest in affordable housing in the towns of Tralee and Killarney initially.

Important Information:

This survey is for the purpose of gathering information and determining potential levels of interest in affordable housing in the towns of Tralee and Killarney. The survey will now remain open until July 1st, 2024 at midnight.

There will not be any follow-up correspondence to you individually if you submit a completed survey.

Completion of the survey does not imply eligibility or convey approval to any future affordable housing scheme operated by Kerry County Council.

If an affordable housing scheme is offered by Kerry County Council, a separate detailed application process will be initiated, and applications will be assessed based on a Scheme of Priority.

Should an affordable housing scheme be advertised by Kerry County Council at some stage in the future, applicants who are deemed to meet the scheme criteria, will have the option to apply for a loan with a private lending institution, or apply for a Local Authority Home Loan (income limits and eligibility criteria will apply).   Successful applicants will enter into an Affordable Dwelling Purchase Arrangement (ADPA) with the Local Authority.

This information is sought and will be retained by Kerry County Council in pursuance of its functions as a Housing Authority in relation to Housing and Affordable Housing under: The Housing Acts 1966-2015; Part 5 of the Housing (Miscellaneous Provisions) Act 2009 and Section 96 of the Planning & Development Act 2000 (as amended by provisions within the Affordable Housing Act 2021).

Personal data submitted by you as part of this survey will be retained in accordance with the retention schedules for as long as the relevant statutory provisions remain in force and that apply, and will be used for the following purposes only:

  • The establishment of a record of provisional interest in affordable housing by Kerry County Council and the preparation/publication of anonymized data from the initial findings of this survey.
  • The potential onward transfer of anonymized data as part of any evaluation or approval process associated with affordable housing to: The Department of Housing, Local Government & Heritage and The Housing Agency.
  • The potential onward transfer of anonymized data to a builder/developer.
