We are the agents acting on behalf of our clients Tina and Barry Godley.

Tina and Barry are a married couple with four young children. They are fully taking over the running of their family farm from Barry's father. They wish to construct Glamping pods on their farm to supplement the farm income.

Chapter 6: Sustainable Communities

For the purposes of clarity we shall outline our submission via bullet points:

  1. County Kerry Tourism Strategy and Action Pan 2016-2022. Chapter 6 on Enterprise and Innovation states that the Tourism Strategy priorities the support for SME’s to raise standards, change, improve and adapt to changing international tourism practices. Policy regarding glamping should be reviewed with this in mind as currently glamping policy in the current County Development Plan is focusing glamping provision to within settlements. This stifles innovation and leads to inferior product offering compared to  (sensitive) glamping provision in the countryside.
  2. Failte Irelands Experience Development Strategy for Kerry states that we should be planning to develop a sustainable plan to improve the visitor experience. 

Chapter 10: Tourism & Outdoor Recreation

As our previous observation (no.s 1&2) we will outline our observation in bullet point format for clarity:

3. County Development Plan states that we should be supporting Agri Tourism initiatives – the definition of this needs to be broadened. There is no point in having this as an objective when in fact we are refusing planning for a sustainable business plan on a farm. Farmholdings are getting larger and more towards indutrial farming practices. It would be beneficial for everyone if smaller farmers could stay in business by supplementing their farm incomes via agri-tourism offerings. Current county development plan tends to limit agri-tourism to teh immediate vicinity of older farm buildings - this is not appropriate as some farms do not have these buildings or if they do they are in the centre of the working farm and may not be suitable.

4. The Draft Cliff Coast Plan by Failte Ireland is almost finalised and will be sent out for consultation in the coming weeks. The Draft Plan is highlighting the need to increase accommodation in North Kerry. Also the Draft Plan will further highlight the need for more diverse forms of accommodation. ( We had hoped that this plan would be gone out to public consultation and I could have attach same, we spoke to Fáilte Ireland and it is unlikely to be published before the end of the February). However, Failte are also going to make a submission on the draft CDP and they will be saying the above and particularly re diverse accommodation. 

5. The provision of diverse accommodation for the visitor means that property in the area can remain in the market for rent or purchase as housing not holiday rental. 

 

Chapter 1: Introduction

As per our previous observations (nos. 1-5) for clarity we will outline our observation via bullet points:

6. The consistency of application of the County Development Plan policies and objectives needs to be vastly improved. Our clients were refused planning permission for a glamping application whereas several very similar applications were granted. In specific circumstances as assesed against the current county development plan, two other succesful applications were inferior to my clients application. However these were in different parts of the county and were granted. 

The fact that my clients applicaiton was refused on grounds whereby others in the county were granted is very frustrating for them, as well as expensive. There should be greater consistency which would lead to greater certainty for people before they undertake the costs associated with making a planning application.
