4. Zoning Matrix

This land attached marked red covering 1,379m2 (0.3 of 1 acre) was previously zoned mixed use and is currently zoned within the CastleInch Master Plan. This land should be zoned Residential for the following reasons.

The land is currently jutting out into the access road from numerous housing estates to Bridge Road. If its rezoned and developed as 6 one bed houses then this will benefit the following

A. Residents as the Planning application and conditions will require the site to be recessed allowing a continuous footpath for all residents accessing the Bridge Road.

B. The Council Public Realm works that are ongoing at present include works to improve the access to Bridge Road and currently do not include the portion of land jutting into the road so no continuous footpath or upgrade of this road is allowed within the scope of works. If the zoning is changed then this portion will also be completed to the betterment of all road users.

C. Parking in The Lodge Green as per the Council planned upgrade is currently not available as the Council do not own the Green area but again if providing parking is a condition of planning then these works will be able to go ahead to all residents of the Bridge Road's benefit.

D. There is a huge demand for 1 bed houses in Listowel. Changing this zoning to Residential will go someway to meeting this demand while also improving the current use of the land.

E. The CastleInch Masterplan intends to zone all lands for amenity while this plot of land is only 0.3 of 1 acre in size is not suitable for amenity or anything else bar what it is surrounded by i.e. Houses.
