3.11 Transportation

Some or any of the above topics, although not limited to these topics eg Gas, mains, sewer mains replacement or installation  can involve road pening activities. This can lead to temporary road a closures. Roads can be as large as regional roads or as small as back lane roads/thoroughfares.

  • In the instance where road blockage/closures for planned works and I'm specifically referring to Planned works and not Emergency works, is it a realistic or unrealistic expectation that a EHS Risk Assessment will be performed which takes into consideration vehicular Access/Egress for elderly and vulnerable residents directly impacted by the works and also the Emergency Services ? 
  • In the event, road  closure is deemed unavoidable will mitigation measures be put in place in these instances ? Eg timely and up to date notification of elderly/vulnerable residents, weekly updates where works are ongoing and liasoning with the Emergency Services and particulary An Garda Siochana. 

The reason I ask the above, is in the Town of Listowel, in what would be considered the town centre, there are eldery and vulnerable peolpe living ,which can be cut off while such works as envisaged in this Chapter are brought to fruition. Its is incumbant on the Executive Function of KCC and/or agents/contractors or indeed any agency granted a Road Opening license to be cognisant of this. Road closures, be they done under the 1993 Road Closure Act or any other legislative vehicle as distinct from Temporay stop/go one ways systems, impact the day to day living of residents directly impacted and should not be treated as a minor inconvience or indifference by either the Reserved Function or Executive Function of KCC. 

In response to the two questions above can I request operational procedures/manuals be referenced in the response.
